The petition rezones approximately 5.80 acres from R-20MF(CD) to N2-B(CD) to enable development of up to 60 multi-family stacked dwelling units, all reserved for households earning at or below 60% of area median income for 30 years. The site, currently an undeveloped wooded lot east of E.W.T. Harris Boulevard, will include an accessory club house, onsite open space, and a recycling station. Petitioner will extend Delta Landing Road for primary access, install 10-foot Class B landscape yards along three boundaries, and provide eight-foot planting strips with sidewalks on existing streets. A 12-foot shared-use path is planned along E.W.T. Harris Boulevard frontage. Units will be funded by the North Carolina Housing Finance Agency to ensure affordability. The rezoning is consistent with the 2040 Policy Map Neighborhood 2 Place Type and addresses Housing Access for All and Healthy, Safe & Active Communities goals. Staff recommended approval upon resolution of environmental and technical site design issues.
