The City Council approved Rezoning Petition 2025-006 to rezone an approximately 94.96-acre site east of Rhyne Road from I-1(CD) to ML-1(CD), allowing up to 1,275,931 square feet of warehousing, distribution, manufacturing, office, and accessory industrial uses. The petition maintains UDO ML-1 zoning standards and prohibits certain noxious uses including adult establishments, crematoriums, vehicle repair facilities, and landfills. The developer completed previously required transportation improvements, including new medians, turn lanes, and public street construction connecting to Rhyne Road, as well as dedicating right-of-way, planting strips, and a shared-use path. A minimum 100-foot Class A buffer is provided along the western boundary adjacent to residential uses, and the site will have zero footcandles at adjacent single-family property lines. The petitioner dedicated three acres for a future neighborhood park and a 90-foot-wide trail easement to Mecklenburg County, integrating greenway connectivity. Stormwater management will comply with City ordinances, and low-impact lighting will limit off-site glare. All conditions will bind future owners to ensure consistent implementation of environmental, transportation, and architectural standards.
