On April 21, 2025, Charlotte City Council approved rezoning approximately 2.11 acres at 3400 N Graham Street from ML-2 (Manufacturing & Logistics-2) to IMU(CD) (Innovation Mixed-Use, Conditional). The approval includes a binding condition prohibiting all residential uses while permitting all by-right and prescribed-condition uses in the IMU district, including commercial, office, and artisan industrial activities. The site, currently improved with industrial facilities, lies within the North Graham Street/North Tryon Street Corridor of Opportunity, one of six targeted corridors under the Corridors of Opportunity program aimed at revitalizing areas with a more balanced mix of uses. The petition was found inconsistent with the 2040 Policy Map’s Manufacturing & Logistics place type but was deemed reasonable in the public interest for fostering diverse economic opportunities and safer communities. The IMU zoning district is intended for former industrial parcels transitioning toward a broader spectrum of uses, aligning with the 2040 Comprehensive Plan’s Goal 8: Diverse & Resilient Economic Opportunity.
