The City of Charlotte approved rezoning petition 2024-106 to reclassify an approximately 5.83-acre site at 1845 Rocky River Road from N1-A (Neighborhood 1-A) to N2-A(CD) (Neighborhood 2-A, Conditional). This change permits up to 65 single-family attached and/or detached residential units organized along private alleyways under enhanced architectural standards, including raised entries, pitched roof requirements, and limited blank wall expanse. The petition dedicates land for the Back Creek Greenway to Mecklenburg County, installs a 12-foot-wide multi-use path with an 8-foot planting strip, and establishes a 25-foot Class C landscaped buffer along the western boundary. Open space areas must include at least three of eight enriched amenities such as specialty paving, seating, public art, or enhanced plantings. Vehicular access is confined to internal private alleys, and the developer commits $25,000 to the Back Creek Church HOA for intersection improvements at Rocky River Road and E W T Harris Boulevard. All parking, height, and setback requirements will follow the City’s Unified Development Ordinance standards for N2-A districts.
