The City of Charlotte approved on April 1, 2025 a spot rezoning of approximately 1.50 acres east of North Tryon Street (south side of East Arrowhead Drive, north of North Hills Circle) from ML-1 (Manufacturing and Logistics-1) to TOD-NC (Transit Oriented Development – Neighborhood Center). The conventional rezoning petition allows all by-right and prescribed uses under the TOD-NC district on a site occupied by a commercial industrial building, without a site-specific plan. The amended zoning will subject future development to TOD-NC’s urban design standards, requiring active street frontages, pedestrian-oriented building placement, and aesthetic enhancements. Although the request conflicts with the 2040 Policy Map’s Manufacturing and Logistics Place Type, nearby parcels have been rezoned to TOD classifications and the site lies within one mile of the Tom Hunter LYNX Blue Line station. The petition supports UDO objectives by enabling a mix of residential, commercial, retail, and civic uses that reduce car dependency and promote transit ridership. A community meeting was held with one attendee, and staff recommended approval with no outstanding technical issues. Vehicle trip generation will be determined during permitting and the approved rezoning revises the site’s recommended place type to Community Activity Center.
