This petition approved the rezoning of approximately 13.29-acre parcel on the west side of Johnston Oehler Road in Charlotte from Neighborhood 1-A to Neighborhood 2-A (Conditional) to allow the development of up to 145 residential dwelling units comprised of duplex, triplex, quadraplex and multifamily buildings. The plan includes a new public local street connecting to existing intersections of Mourning Dove Lane and Song Sparrow Lane, a pedestrian crossing with rapid flashing beacons and striping across Johnston Oehler Road, a dedicated left turn lane, and commitments to a 30-foot setback along Johnston Oehler Road and a 25-foot-wide buffer to the adjacent school and park. Common open space will feature a minimum width of 50 feet and maximum length of 500 feet, while buildings fronting Johnston Oehler Road will orient toward the road and be limited to no more than six units per primary frontage. The design standards and conditional notes require installation of an 8-foot planting strip and 8-foot sidewalk along all public roadway frontages of the internal streets. The development will contribute to 2040 Comprehensive Plan goals including 10-minute neighborhoods, diversity, and housing opportunity in an area lacking access to such. The site is adjacent to Mallard Creek Park, Recreation Center, and Parkside Elementary School and within half a mile of a future greenway, providing multimodal connectivity for future residents.
