This decision rezones a 5.83-acre undeveloped site on the north side of Rocky River Road from N1-A (Neighborhood 1-A) to N2-A(CD) (Neighborhood 2-A, Conditional) to allow the development of a residential community of up to 65 multi-family attached dwelling units in a townhouse style. Under the conditional plan, buildings are capped at five units each, and the design includes a 12-foot-wide multi-use path with an 8-foot planting strip along the Rocky River Road frontage and a dedicated connection to the future Back Creek Greenway. Vehicular access is provided via a private alley network, and a minimum 25-foot-wide Class C landscape yard is required adjacent to existing single-family homes to the west. Open space must include at least three enhanced amenities such as specialty paving, seating elements, public art, or decorative lighting, each with a minimum 20-foot dimension. The petitioner will contribute $25,000 to the Back Creek Church HOA for neighborhood traffic improvements and commits to enhanced architectural and design standards. This rezoning also aligns with 2040 Comprehensive Plan goals for 10-minute neighborhoods, diversity in housing options, and trail- and transit-oriented development, despite being inconsistent with the current Neighborhood 1 place type designation. The revision will facilitate needed infill housing adjacent to other recently approved multi-family projects and near goods and services at the Rocky River Road and W.T. Harris Boulevard corridor.
