Rezoning petition 2024-103 was recommended for approval by the Zoning Committee (7-0 vote) and staff, despite being inconsistent with the 2040 Policy Map's Neighborhood 1 place type recommendation. The proposal is to rezone approximately 24.46 acres at the intersection of Rocky River Road and John Russell Road from N1-A (Neighborhood 1-A) and R-8MF(CD) (Multifamily Residential, Conditional) to N2-A(CD) (Neighborhood 2-A, Conditional). This would allow for the development of 127 multifamily attached dwellings and accessory uses. The site currently has one single-family detached dwelling. The approval would change the recommended place type from Neighborhood 1 to Neighborhood 2. The petition is considered reasonable and in the public interest because it addresses the need for diverse housing options, is within 1/4 mile of Reedy Creek Nature Preserve and Greenway, and preserves a significant portion of the site as open space with an 8-foot multi-use path. It also provides an 8-foot planting strip and 12-foot multi-use path along Rocky River Road and John Russell Road frontages. Internal public streets will have 8-foot planting strips and 8-foot sidewalks. Blank wall expanses are limited to 20 feet on all building levels, and 10 feet for corner/end units facing a public street. The development is projected to increase school utilization at J.W. Grier Elementary (101% to 104%), Northridge Middle (111%), and Rocky River High (84% to 85%).
