The Charlotte City Council has approved Rezoning Petition 2024-148 by CSE Communities, LLC, changing the zoning of a 2.6-acre site from Commercial Center (CC) to Community Activity Center-1 Conditional (CAC-1(CD)). The rezoning allows for the development of up to 80 multi-family stacked dwelling units, with a significant portion designated as affordable housing. A minimum of 70% of the units will be reserved for households earning less than 80% AMI for at least 20 years, utilizing Housing Trust Fund (HTF) financing. If the HTF financing is not secured after two RFP cycles or 18 months, the site will be permitted to develop under standard CAC-1 zoning without an affordable housing requirement. The development is adjacent to the Mountain Island Market Place shopping center and is accessible via CATS local bus routes 1 and 18, as well as the 88x express bus, providing connections to employment and essential services. The project aligns with the city’s 2040 Comprehensive Plan by increasing housing options and transit-accessible living.
This rezoning facilitates the creation of affordable housing in a transit-friendly location, ensuring long-term affordability while supporting Charlotte’s commitment to equitable growth. It enhances housing diversity and accessibility near key commercial and retail centers.
