The Charlotte City Council has approved Rezoning Petition 2024-128 by Penmith Holdings, LLC, changing the zoning of a 5.24-acre site from Institutional (INST(CD)) to Neighborhood 2-A Conditional (N2-A(CD)). The site, previously approved for a 107-unit independent living facility, will now be developed with up to 64 townhome-style residential units, including duplexes and triplexes. The project includes significant pedestrian enhancements, such as a 12-foot multi-use path along Mallard Creek Road, an 8-foot sidewalk along Hubbard Road and Bisaner Road, and direct pedestrian connections to public streets. The rezoning aligns with Charlotte’s efforts to increase housing opportunities in areas identified as lacking access to housing, with proximity to public transit and major commercial nodes. Architectural standards ensure enhanced streetscape appeal, including front-facing facades, porches, and screened mechanical equipment.
This rezoning facilitates the construction of new workforce housing in a high-demand area near transit and commercial hubs. The development enhances pedestrian connectivity and ensures a compatible transition between single-family neighborhoods and commercial corridors.
