The City of Atlanta approved a ground lease agreement with Partners for HOME for a 75-year term (40 initial + 35 option) for two parcels of land at Reservoir Drive and 653 Green Street NW. These parcels, totaling approximately 0.94 acres (Tract I: 0.51 acres, Tract II: 0.43 acres) and part of the Hemphill Water Treatment Facility complex, were deemed underutilized by the Department of Watershed Management (DWM). The agreement is part of the Mayor's Rapid Housing Initiative, aiming to develop approximately 100 units of permanent supportive housing for residents experiencing homelessness. This project builds on the success of 'The Melody,' a previous rapid housing initiative. The ordinance also waives competitive procurement provisions. Partners for HOME will be responsible for making improvements and relocating a 20-inch water main on Proposed Tract I at their own expense. Performance measures for tenant outcomes, safety, operational efficiency, financial performance, and neighborhood impact will be defined, with provisions for early termination if expectations are not met. The Waterworks Lodge and driveway on Proposed Tract II will remain DWM property.
