The City of Atlanta City Council passed a resolution (25-R-3743) affirming its commitment to remedy long-term blight in multi-family residential developments. The resolution authorizes the City Attorney to initiate eminent domain proceedings, in accordance with Title 22 of the Official Code of Georgia Annotated, against multi-family properties where a substantial portion (10% or more) has remained in a state of blight for ten or more years. The city intends to redevelop such properties as affordable housing where feasible, consistent with applicable Georgia law, land use restrictions, zoning classifications, and available funding mechanisms. This policy aims to address public health risks, crime, reduced property values, and neighborhood destabilization caused by blighted multifamily housing. The Chief Operating Officer, in coordination with the City Attorney and Chief Procurement Officer, is required to provide a semiannual written report to the Atlanta City Council identifying properties reviewed under this policy, the status of legal actions, and recommendations for resources or legislative changes.
