The Atlanta City Council adopted Plan A, the City of Atlanta's 2025 Comprehensive Development Plan, on July 7, 2025. This ordinance, originally substituted and amended by the Community Development/Human Services Committee, establishes the official comprehensive development plan for the city. It fulfills requirements of the Georgia Planning Act of 1989, mandating the Mayor to prepare a CDP every five years to guide the physical, social, and economic growth of Atlanta and promote public welfare. The plan sets forth goals, policies, and actions for the next five years and is crucial for maintaining qualified local government certification to access state funding and permitting programs. The draft CDP underwent extensive public engagement, including a citywide public meeting and multiple public hearings between February 2024 and June 2025, and received reviews from the Atlanta Regional Commission and the Georgia Department of Community Affairs.
