This ordinance (Z-24-83) amends the 1982 Atlanta Zoning Ordinance, specifically Chapter 16-18P, to establish a revised voluntary density bonus program in the SPI-16 Midtown Special Public Interest District. The program aims to address Atlanta's housing affordability crisis by incentivizing affordable housing development through increased density. Developers can achieve a Floor Area Ratio (FAR) bonus by providing on-site affordable housing (10% of bonus FAR at 60% AMI or 15% at 80% AMI for at least 30 years) or by paying an in-lieu fee into a city trust fund for affordable housing in Midtown. The ordinance also includes incentives for buried parking, transit station areas, public parking, reduced parking, green building, connectivity, building reuse, and public park space. It further sets requirements for residential units with more than 50 dwelling units to include a minimum of five percent three-bedroom units, prohibits EIFS for facades, sets roofing reflectivity standards, prohibits pedestrian bridges/tunnels over public streets, and requires underground utilities on certain streets.
