On May 5, 2025, the Atlanta City Council authorized a new five-year Memorandum of Understanding (with one five-year renewal option) between the City of Atlanta and the Northside Youth Organization (NYO) to continue youth athletic programming at Chastain Park and approved a donation of up to $4.5 million in impact fees for construction of a new gym. NYO will contribute a minimum of $14.5 million from third-party donors and secure any additional funds required to fully finance the gym project, with all raised capital held in a restricted account managed by NYO. The MOU clarifies that the City retains ownership of the park and final decision-making authority but will cooperate with NYO in good faith as NYO operates, maintains, and enhances the Complex. The Complex includes two concession stands, three press boxes, ten baseball fields, dugouts, bleachers, two Green Lot fields, batting cages, pavilions, and walkways, as detailed in Exhibit A. NYO will program spring and fall baseball seasons, football, basketball, softball, cheerleading, and Challenger League activities for children ages 4–18, and host clinics and exhibition games with Department of Parks and Recreation youth teams. The MOU requires NYO to raise and manage capital funds, oversee construction per City-approved plans in Exhibit B, and provide detailed maintenance, fundraising, and security plans annually. The City will provide general sanitation, signage, utility services, and oversight of capital projects without procurement waivers beyond those specified. NYO will maintain the Complex at its expense, vet volunteers through background checks, and secure all necessary event permits. Title to permanent improvements will vest in the City upon installation, and NYO will deliver as-built drawings for future reference. The agreement ensures public access to gym facilities, allocates priority reservation rights to NYO, and lays out processes for dispute resolution, inspections, insurance, and audit rights.
