Atlanta Approves $4.17M Sole Source SCADA System Upgrade at RM Clayton Waste Recovery Center

This resolution authorizes the Mayor or designee to execute sole source agreement SSP/IT/DWM/2412-1250120/Foxboro Upgrade with Schneider Electric Systems USA, Inc., enabling critical upgrades to Supervisory Control and Data Acquisition (SCADA) systems at the RM Clayton Waste Recovery Center and its network of pump stations and combined sewer overflow facilities. The three-year contract, with two one-year renewal options at the City’s discretion, caps out at $4,167,355.00 and hinges on adoption of the Fiscal Years 2026–2030 budgets. Funding will be drawn from specified Water & Wastewater Renewal & Extension and Water & Wastewater Revenue accounts, including security surcharge projects. In accordance with Atlanta Code Section 2-1191, Schneider Electric Systems USA is affirmed as the sole source provider. The Chief Procurement Officer and City Attorney have completed all required certifications and approvals.
