Ordinance 24-O-1066 amends the Land Use Element of the 2021 Atlanta Comprehensive Development Plan to redesignate four parcels — 500 Park Drive (Parcel ID 17 0054 LL0042), 530 Worcester Avenue (Parcel ID 17 0055 LL020), 501 Amsterdam Avenue NE (Parcel ID 17 0055 LL0090) and the rear of 538 Orme Circle NE (Parcel ID 17 005400010313) — from Transportation Communications and Utilities (TCU), Mixed Use High Density (MU-HD), Low Density Commercial (LDC), Open Space (OS), Medium Density Residential (MDR), and Single Family Residential (SFR) Land Use designations to the Mixed Use Medium Density (MU-MD) designation. The change aligns the Comprehensive Development Plan with evolving market and community needs by enabling medium-density residential development and compatible mixed uses. The Mixed Use Medium Density classification supports a combination of residential units at a density between 12 and 30 dwelling units per acre and allows limited commercial and civic uses up to a 1.0 Floor Area Ratio. This amendment is intended to facilitate transit-oriented development along Park Drive and Worcester Avenue corridors and to encourage investment in multifamily housing. By updating the land use designations, the City seeks to promote walkability, enhance neighborhood connectivity, and support economic activity. The ordinance also repeals any prior conflicting land use ordinances for these parcels. Once adopted, property owners will have a clear framework to pursue site-specific rezoning and development proposals under the MU-MD standards of the 2021 CDP Land Use Element. Implementation will require subsequent zoning plan approvals in accordance with City zoning ordinances.
