The ordinance waives procurement code provisions to authorize the Mayor to execute the third amendment to emergency contract EP-C-1230078 with Lakeshore Engineering, LLC, extending the term by nine months retroactive from January 11, 2025 through October 10, 2025 solely for time. It ratifies any services rendered and outstanding invoices from January 11, 2025 through execution of the third amendment. The original contract for major electrical repairs and instrumentation work at the City’s water, wastewater, and sewer infrastructure facilities began January 10, 2023 and was previously extended twice, including additional funding of $1,000,000. This third amendment provides continuity of critical on-demand electrical and control services while a new procurement process for a replacement contract is completed. The Chief Procurement Officer and Watershed Management Commissioner recommend the extension to avoid gaps in maintenance of drinking water plants, wastewater treatment plants, combined sewer overflow treatment facilities, and pump stations. The ordinance directs preparation of form documents, requires City Attorney approval, and attestation by Municipal Clerk before binding effect. The amendment does not increase contract funding and only extends the expiration date, with no other terms changed.
