Ordinance Z-24-90 rezones three parcels at 3260 Katomarick Drive SE, 913 Hutchens Road SE, and 895 Hutchens Road SE from PD-H to PD-H for a major site plan amendment, enabling the development of 113 townhome units on 23.4 acres. The approved site plan by Gaskins + Lecraw dated February 4, 2025, mandates brick, stone, Hardie board, Boral TruExterior, or fiber-cement exteriors, front porches at least 6 feet wide and 7 feet deep, recessed front-facing garages, and visible front doors. Window fenestration must cover a minimum of 10% of the front façade, and all utilities are required to be underground. Five-foot-wide sidewalks with two-foot planting strips and 28-foot rights-of-way with 24-foot-wide pavement are specified for internal streets, subject to Department of Public Works approval. Detention areas must be fenced and landscaped, and 13.39 acres of green/open space (5.12 net acres) is required. Each home must have at least 1,600 square feet of heated space, and vinyl siding is prohibited. Final site plan modifications may be approved administratively under Section 16-02.003(7) of the Atlanta Zoning Ordinance.
