This resolution authorizes the Mayor or his designee to execute special procurement agreement SP/PS/EXE/2412-1250085 with Urban Forest Carbon Registry d/b/a City Forest Credits for a 40-year term and an amount not to exceed $232,908 to expand the City of Atlanta’s Carbon Credit Program. The expansion adds four additional properties—Southwest Nature Preserve, Utoy Creek Nature Preserve, Mount Zion Nature Preserve, and South River Nature Preserve—encompassing approximately 252 acres of urban forest. It will generate verified urban carbon credits through specialized urban forest protocols and protect public forested land in perpetuity under Section 158-66 of the Atlanta City Code. The program is projected to yield more than $1.4 million in gross revenue over the term and includes a $22,000 fixed fee for application review, validation, and verification services, plus variable issuance fees up to $210,908. All contracted services will be charged to and paid from the Tree Trust Fund and associated city accounts. The Chief Sustainability Officer and Chief Procurement Officer have certified that the registry’s unique methodologies justify a special procurement under Section 2-1191.1 of the Code. The agreement will not bind the City until approved as to form by the City Attorney, executed by the Mayor, attested by the Municipal Clerk, and delivered to the vendor.
