The ordinance authorizes the City of Atlanta to enter into a ground lease agreement with Partners for HOME for a term not to exceed twenty years on the property located at 405 Cooper Street SW, Atlanta, GA 30312, to facilitate the construction and operation of quick-delivery permanent supportive housing as part of the Mayor’s Rapid Housing Initiative. Under the lease, Partners for HOME must make certain improvements and deliver possession back to the City at lease expiration or earlier termination. The ground lease will define annual performance measures covering tenant outcomes, safety and compliance, operational efficiency, financial performance, and neighborhood impact, and will include provisions for early termination for cause if these measures are not met. The Council waived the competitive procurement requirements under Article X of the City Code of Ordinances, and authorized the Mayor and City Attorney to finalize and execute all related documents. This development aspires to produce approximately 100 units of high-quality supportive housing on underutilized public land and build on the success of previous phases of the Rapid Housing Initiative.
