The Atlanta City Council approved the land use amendment CDP-24-030 to redesignate property at 383, 387, 395 and 399 Paines Avenue NW; 380 and 384 Andrew J. Hairston Place NW; and 825 Proctor Street NW in English Avenue from Single Family Residential (SFR) to Medium Density Residential (MDR). This rezoning permits the construction of six for-sale single-family homes and thirty-two multi-family rental units. The amendment supports the City of Atlanta’s Comprehensive Development Plan by promoting medium-density infill residential development. An Affordable Housing Impact Statement estimates the addition of 38 units serving households above 80% of the Area Median Income over a 30-year period. The Council determined that public infrastructure—including water, sewer, and drainage—can accommodate the increased density without negative impacts. The rezoning was unanimously recommended by the Community Development/Human Services Committee and subsequently adopted by the full Council on April 21, 2025. There are no adverse effects on the character or usability of adjacent properties given the compatibility of medium-density uses with the surrounding context. CDP-24-030 implements a key strategic initiative to diversify the housing stock in the English Avenue neighborhood and leverage underutilized land parcels.
