An ordinance to rezone approximately 10.13 acres (or 10.92 acres, according to some documents) located at 501, 549 Amsterdam Avenue NE, 538 Orme Circle NE, a portion of 530 Worchester Drive NE, and a portion of 500 Park Drive NE from R-4/BL (Single Family Residential/BeltLine Overlay) and C-1/BL (Community Business District/BeltLine Overlay) to PD-MU/BL (Planned Development/BeltLine Overlay). The rezoning permits the construction of three mixed-use buildings along the BeltLine, including 900 multi-family units and commercial/office space totaling up to 1,180,000 SF (with a maximum of 240,000 SF non-residential). The project aims to revitalize an outdated shopping center and incorporate 180 affordable housing units (720 units at >80% AMI and 180 units between 50.01% and 80% AMI). The development plan includes conditions related to construction staging, prohibited uses (self-storage, most drive-throughs, service stations), parking (max 1435 spaces, 150 bike parking, 100 EV parking), open space (min 20% of net lot area), tree recompense, building height (85-140 ft, max 9 stories), urban design standards (material prohibitions, bird collision deterrence, light pollution reduction, screening, facade articulation), and extensive traffic calming/external site improvements (crosswalks, bike lanes, pedestrian bulbouts, BeltLine and Streetcar connectivity). The rezoning was adopted on substitute by the Atlanta City Council with an 8-6 vote.
