The Planning Commission approved a Major Site Plan Review and Administrative Use Permit to demolish nine vacant industrial buildings and construct a new three-story, 310,000-square-foot data center (Building A), a 1,700-square-foot security building (Building B), a prefabricated guardhouse, a generator yard with 28 diesel generators, an on-site substation and switching yard, and related site improvements on an 11-acre campus at 26062 Eden Landing Road in Hayward. The single-owner project retains the Industrial Park (IP) zoning but secures an exception to allow a 100-foot building height (up to 108 feet to rooftop mechanical equipment) where 75 feet is the standard maximum, supported by a $1.5 million public benefits package. The campus design includes artistic wave-inspired screening of the electrical yards, LED lighting, electric-vehicle charging for 20 stalls, and provisions for future photovoltaic installation. A direct evaporative cooling system, recycled-water-ready irrigation, and participation in 100 percent renewable electricity programs exceed local and state sustainability requirements. Parking is reduced to 68 spaces (with 20 EV-capable) from the 1,311 spaces that the office ratio of 1 per 250 square feet would normally require, reflecting the data center’s low staffing levels. Bicycle racks for 17 long-term and short-term spaces, stormwater bioretention areas, and new landscaping support CALGreen and municipal green infrastructure standards. The small power plant exemption design measure ensures net electricity uses are matched by renewable sourcing, minimizing greenhouse gas emissions. A tree mitigation plan replaces 50 removals with 48 new plantings on site and off-site fees. The project remains consistent with the Industrial Corridor General Plan policies, Hayward’s Industrial District Design Guidelines, and all mandatory CalGreen and Title 24 requirements.
