On May 13, 2025, Colorado Springs City Council adopted Ordinance No. 25-49 rezoning 0.78 acres at 3103 North Prospect Street from R-5 (Multi-Family High) to R-Flex High to enable a Tiny House Community. The rezoning supports a conditional use for 18 single-story, ~330 sq ft tiny homes, a community building, and storage, laid out around 11% shared green space with a central pedestrian pathway. Five development standards adjustments were approved to reduce minimum lot area per home from 1,000 sq ft to 693 sq ft, setbacks from adjacent zones from 10 ft to 5 ft, street setbacks from 20 ft to 10 ft, separation between tiny homes from 10 ft to 6 ft, and parking from one space per unit to 0.5 spaces per unit. The plan includes six off-street auto stalls, two motorcycle spaces, and six on-street parking stalls, with a dedication of 10 ft of right-of-way along both Prospect and Arcadia Streets. The existing home and garage on site will be converted into a community room and storage, with secure gated access for residents. The development plan, conditional use, and final plat were all approved concurrently, including required drainage, fire-access signage, and utility line relocations.
