On May 28, 2025, the City Council adopted the Atlantic Avenue Mixed-Use Plan, amending the Zoning Map (C 250014 ZMK, C 250019 PQK, etc.) and Zoning Resolution (N 250015 ZRK) under Sections 197-c and 201 of the NYC Charter. The action established the Special Atlantic Avenue Mixed Use District (AAM), replacing the former MX-20 district and rezoning parcels in Community Districts 3 and 8 from R6A, R6B and M1-1 to R7A, R7D, R7-2 and mixed-use districts (C2-4, M1-2A/R6A, M1-3A/R7D, M1-4A/R9A) with modified bulk, height and transparency regulations. Appendix F of the Zoning Resolution was modified to create a Mandatory Inclusionary Housing area, encouraging affordable units in new development. Concurrently, the Council authorized City Planning Commission referrals for property dispositions at 516 Bergen Street, 1110 Atlantic Avenue, 457 Nostrand Avenue and 1134-1142 Pacific Street under Section 197-c, and designated an Urban Development Action Area at 542 Dean Street (C 250016 HAK) pursuant to Article 16 of the General Municipal Law. The City Planning Commission signaled on May 19, 2025, that no further environmental review was required for the Council’s modifications.
