The San Francisco Board of Supervisors approved an ordinance to create the Small Business Rezoning Construction Relief Program and its associated Fund. This initiative aims to provide financial support, through grants and loans, to small businesses that are displaced or negatively impacted by construction resulting from the city's large-scale residential rezoning program scheduled for 2025-2026. The program is a response to the state mandate requiring the addition of 82,069 new housing units by 2031. The Fund will be financed by allowing taxpayers to voluntarily designate up to 4% of their annual gross receipts tax liability, capped at a total of $8 million per year. The Office of Small Business and the Office of Economic and Workforce Development will jointly administer the program, establishing rules and qualification criteria for affected businesses.
