The Los Angeles City Council approved the removal of a 31-unit apartment building at 1029 S. Union Avenue from the Rent Escrow Account Program (REAP). The property, owned by UNION 51 VENTURE LLC, was placed into the program on July 16, 2025, following 16 code violations related to fire safety and maintenance. After the owner corrected all violations and settled outstanding utility charges, the Los Angeles Housing Department (LAHD) recommended the termination of rent reductions and the closure of the property's escrow account. The council adopted the resolution, restoring the property to normal standing.
