The applicant, Hipps Group Inc., justified the amendment by citing the need for more retail and commercial services in a rapidly growing area. The site currently contains a single-family residence. Two potential development scenarios were evaluated: a 78,212-square-foot commercial shopping plaza or a 79-unit low-rise multifamily complex. The planning staff recommended approval, finding the proposal consistent with the 2045 Comprehensive Plan and aligned with the Northwest Jacksonville Vision Plan's goal to promote convenient, neighborhood-scale retail.
