The Prosperity Alliance has petitioned to rezone a 30.37-acre site from N1-A to N2-B(CD) to facilitate a mixed-income housing development. The property is located on the undeveloped portion of a site owned by The Park Ministries, Inc. The proposal includes up to 317 residential units, comprising 92 single-family homes, 95 multi-family attached units, and 130 age-restricted independent living units. A key feature of the development is its commitment to affordability, with all units designated for households earning between 60% and 120% of the Area Median Income (AMI). Despite the proposed N2-B zoning being inconsistent with the 2040 Policy Map's 'Campus' Place Type designation, city staff recommend approval. The recommendation is contingent upon resolving outstanding issues related to transportation infrastructure and site and building design, as the project is expected to generate over 1,800 daily vehicle trips.
