Kingdom Development Partners has filed a rezoning petition for a 23.37-acre site located north of Neal Road. The proposal seeks to change the zoning from R-8 MF(CD) to N2-B(CD) to allow for the development of a large residential community. The project plans include up to 397 dwelling units, divided between 73 multi-family attached townhomes and 324 multi-family stacked units. A significant feature of the development is its affordable housing component, which reserves a minimum of 30% of the townhomes for households earning between 80% and 110% of the Area Median Income for at least 15 years. Despite these plans, the Charlotte planning staff has recommended against approving the petition in its current form. The staff's primary concern is that the proposed density and shift to a more urban building form are inconsistent with the city's 2040 Policy Map, which designates the area as Neighborhood 1 Place Type. The project also commits to extensive transportation improvements, including new sidewalks, shared-use paths, and right-of-way dedications on Neal Road, Catalyst Boulevard, and IBM Drive.
