The Charlotte City Council approved a resolution to permanently close portions of Old Dowd Road and Marshall Drive. The action, requested by the City of Charlotte's Aviation Department, removes the land from public right-of-way to facilitate the future redevelopment of adjacent parcels. The petition was reviewed by city departments, which concluded the closure would not be contrary to the public interest or negatively impact access for other property owners. An easement will be reserved for Duke Energy to maintain existing utility facilities in the area. The public hearing and final vote to adopt the resolution both took place on October 27, 2025.
