The Charlotte City Council approved a petition by The Housing Partnership (THP) to rezone approximately 1.5 acres at 279 Phifer Avenue from R-5 (Residential Single Family) to M-I (Mixed Use Infill). This rezoning allows for the development of a 45-unit affordable housing project within a three-story building. The units will target individuals and families earning 30-80% of the Area Median Income (AMI), offering a mix of studio, one-bedroom, and two-bedroom layouts. The approval includes conditions: a minimum of 80% of units must be affordable at 60% AMI or below for at least 30 years, a $50,000 contribution to the City's Affordable Housing Trust Fund, a pedestrian connection to an adjacent public park, and a building design incorporating brick or stone on at least 50% of the facade. The project aims to integrate high-density affordable housing into an established neighborhood.
