Tucson Expands Horizons: Massive Cody Annexation District Joins the City!

The City of Tucson has officially annexed the Cody Annexation District, incorporating 137.2 acres of state-managed land into its urban framework. This newly annexed area lies between Colossal Cave Road and the Union Pacific Railroad, adjacent to the “H2K” Planned Area Development in Ward 4. Previously vacant, the land is managed by the Arizona State Land Department and was annexed to facilitate rezoning and future development.

The annexation process involved a public hearing on July 18, 2023, and was followed by the Mayor and Council directing staff to proceed with the annexation. This district, along with the Gabriel and Jay sites, will now become part of the “H2K” PAD, enhancing its development potential. An annexation agreement, approved by Mayor and Council Resolution 23614, outlined specific benefits, including providing water and high-quality municipal services, amending the PAD for greater flexibility, and expediting development approval processes.

Water service will commence upon completion of the annexation, and future developments will contribute through permit fees, impact fees, and construction sales tax. The Arizona State Land Department has prepared to amend the “H2K” PAD to integrate the Cody Annexation District, and the Zoning Examiner has recommended approval of this major change. The annexation aligns with Tucson’s Comprehensive Economic Development Strategy, aiming to attract investment and foster economic diversification.
